I saw this guy today. He really, really likes F1.

But the license plate confuses me. That doesn't appear to be a sticker, and it's missing the county name at the bottom. If he just never applied the sticker there, there's still be a little rectangle saying "Place county name sticker here." But it's just plain white down there. There aren't any premium plates available that look like this, either. So what's happening?
